The Support at Home program marks one of the most significant shifts in aged care delivery in decades using a rights based approach. Its aim is simple: to help older Australians live independently for longer, with flexible access to services, products, and home modifications tailored to their needs.
From November 2025, the program consolidates existing care models using a single assessment into a needs-based system with eight funding levels and dedicated care partners. The Commonwealth Home Support Program (CHSP) is due to follow in 2027.
For providers, that means adapting to new rules and reporting structures outlined in the Support at Home program manual — including how funding can be spent, how services are categorised, and what documentation is required for compliance.
From 1 November, clients are no longer paying fees for just being in the program such was the case with Care and Package Management fees. Instead, fees for services have increased and 10% of every Support at Home budget is pooled for undertaking Care Management.
Providers need to track Care Management activities and claim from the pooled fund held by Services Australia.
While Support at Home is on the horizon, with 8 funding levels and three short term programs, providers still need to manage clients with existing Home Care Packages (HCPs). These clients get to keep their previously unspent Home Care Package funds to use on additional services or Assistive Technology- Home Modifications.
VIPS Care makes the crossover simple. It offers tools for both HCP and Support at Home management — tracking budgets, automating invoicing, and generating compliant statements.
Providers using VIPS Care report fewer billing errors and better budget control — freeing their teams to focus on care delivery rather than paperwork.
Support workers are at the heart of quality home care, yet managing rosters, shifts, and compliance manually can be a constant juggling act. VIPS Care’s smart rostering tools simplify it all.
Whether you are managing a team of aged or disability support workers, VIPS Care can assist you to streamline your processes.
With AI-assisted rostering, the software matches the right worker to the right client based on budget, skill, and preference — ensuring efficiency and compliance with both aged care and NDIS frameworks.
This integrated approach helps optimise staff availability, reduce scheduling errors, and improve continuity of care. Rostering is further enhanced by an interactive Day Planner providing oversight to the whole team in a single view.
Payroll remains one of the most time-consuming and error-prone parts of home care management — especially with complex NDIS and Fair Work pay structures. VIPS Care fully automates the process, from time and travel-tracking to payroll submission via your chosen accounting package.
Once the correct aged or disability support worker pay rates are entered into your accounting system, VIPS Care will do the rest.
The result? No manual spreadsheets, faster processing, and happier staff. Providers using VIPS Care report up to a 40% reduction in payroll errors while managers report getting their weekends back.
VIPS Care combines compliance, client management, and workforce automation into one connected platform.
Providers have reported saving up to 50% of admin time and cutting overtime costs by as much as 30%, while maintaining full compliance.
The Support at Home reform is reshaping how home care is delivered and managed. With automation at its core, VIPS Care helps providers stay compliant, efficient, and focused on care quality — not paperwork.
